Extinguish fire

Can I play extinguish fire action before I get fire damage? Page 30 -31.
For example , I reveal Extinguish Fire on the 3rd Turn. And get fire damage in the special damage column. On Turn 4 During the action phase I take 1 fire damage on the ship's log. But move the EF counter to special damage column. At the End of Turn 4 I remove both EF and Fire Damage from Special Column.
