Couple of rules enquiries

Hi everyone

As mentioned a couple of clarifications I need: after playing the basic starter game (pages 9-20)
1: Do the boxes have to be completed to the burden value before the vessel strikes, or is the presence of any chit in that final box enough.
2: When assessing a collision, it says the ship with the highest burden moves first, if the vessels concerned have equal burden, is the ship to move first chosen at random- or by another mechanisim
