The United States flag at that time had 15 stars and 15 stripes for each state. In 1795 the number of stars and stripes had been increased from 13, for the original 13 colonies that had declared independence, to 15 to reflect the addition of Vermont and Kentucky as states. It was decided that future flags would only have 13 stripes, for the original 13 states, and a star would be added for each new state.

The picture is a painting called "In Action" by Michel Felice Corne. It depicts the battle between USS Constitution and HMS Guerriere. Here is a link for an article on the battle:

Ah, so this painting is a time stamp of the earliest history of the US.
One reason for this had been the british pressings, didn't it? I think in the novels oft O'Brien it was explained like this.
(Of cause, I shouldn't get my Informations from novels ;) )
